Greater Green Bay Community Blueprint to Prevent and End Homelessness​
This blueprint, developed by local elected officials, city leadership and staff, philanthropy, people with lived experience of homelessness, and others, is the current guiding document used to prevent and end homelessness in Brown County. It includes both short-term and long-term strategies to accomplish this goal.

Ways to Support the Blueprint:​​

Rent or Hire - People experiencing homelessness can face barriers to employment and housing. If you are a landlord or an employer, you can help by modifying your screening criteria.

Speak up! - Learn more about homelessness in Brown County, understand its root causes, and then educate your friends and family. Attend neighborhood and public meetings and speak up in favor of low-income housing, shelters, and homelessness prevention programs.

Donate - Support nonprofits that provide housing-related services through financial contributions and/or in-kind donations.

Volunteer - Nonprofits may be able to use services and skills you offer, including secretarial, catering, plumbing, accounting, management, carpentry, public relations, fundraising, legal, medical, dentistry, writing, child care, counseling, tutoring, or mentoring. ​​​​​​​​​

Comprehensive Plan for the City of Green Bay
This document lays out specific strategies that the city of Green Bay plans to execute over the next 25 years to guide land use, development, and community investment while encouraging sustainable growth, protecting natural resources, fostering intergovernmental cooperation, and supporting economically viable development. This plan, titled "Go Big Green Bay," ​addresses homelessness by introducing funding for programs such as the Affordable Housing Programming/Housing Tax Credit, Multifamily Housing Fund, Housing Improvement Loan Program, Affordable Housing Trust Fund, and the Homebuyer Downpayment Assistance Grant, among others.

What is Being Done to Prevent and End Homelessness in Wisconsin​

Wisconsin Interagency Council on Homelessness
This report lists the efforts of the State of Wisconsin Interagency Council on Homelessness during the year 2025. The council explains that the number one cause of homelessness is the lack of affordable housing, and provides examples of how they have taken action to prevent and end homelessness.

Department of Administration's Division of Energy, Housing and Community Resources (DEHCR)
​This plan presents "the Division's overall strategy for addressing housing, community, homelessness, and economic development needs" for the years 2025-2029, and defines how DEHCR will distribute grant funds to local governments, public and private organizations, and businesses. It lists homelessness and affordable housing as two high priority needs in Wisconsin.

Current Efforts at Policy Change
From these initiatives, we can see the great things Wisconsin is doing to prevent and end homelessness. However, there is still change to be made. Our laws do not provide adequate access to healthcare, protection from criminalization of sexual abuse, or sufficient time to access community resources to prevent homelessness.
