What is Being Done to Prevent and End Homelessness in Brown County

The Greater Green Bay Community Blueprint to Prevent and End Homelessness, developed by local elected officials, city leadership and staff, philanthropy, people with lived experience of homelessness, and others, is the current guiding document used to prevent and end homelessness in Brown County. It includes both short-term and long-term strategies to accomplish this goal.

Ways to Support the Blueprint:

Rent or Hire - People experiencing homelessness can face barriers to employment and housing. If you are a landlord or an employer, you can help by modifying your screening criteria.
Speak up! - Learn more about homelessness in Brown County, understand its root causes, and then educate your friends and family. Attend neighborhood and public meetings and speak up in favor of low-income housing, shelters, and homelessness prevention programs.
Donate - Support nonprofits that provide housing-related services through financial contributions and/or in-kind donations.
Volunteer - Nonprofits may be able to use services and skills you offer, including secretarial, catering, plumbing, accounting, management, carpentry, public relations, fundraising, legal, medical, dentistry, writing, child care, counseling, tutoring, or mentoring.

The Comprehensive Plan for the City of Green Bay lays out specific strategies that the city of Green Bay plans to execute over the next 25 years to guide

- land use,

- development, and

- community investment.

The goal of this plan is to encourage sustainable growth, protect natural resources, foster intergovernmental cooperation, and support economically viable development. It addresses homelessness by introducing funding for programs such as:

- Affordable Housing Programming/Housing Tax Credit

- Multifamily Housing Fund

- Housing Improvement Loan Program

- Affordable Housing Trust Fund, and the

- Homebuyer Downpayment Assistance Grant

What is Being Done to Prevent and End Homelessness in Wisconsin

The 2025 Annual Report from the Wisconsin Interagency Council on Homelessness lists the council's efforts to prevent and end homelessness. In it, they explain that the number one cause of homelessness is the lack of affordable housing, and provide examples of how they have taken action to prevent and end homelessness.

The Department of Administration's Division of Energy, Housing and Community Resources (DEHCR) presented a Consolidated Plan to address homelessness for the years 2025-2029. This plan presents "the Division's overall strategy for addressing housing, community, homelessness, and economic development needs" for the years 2025-2029, and defines how DEHCR will distribute grant funds to local governments, public and private organizations, and businesses. It lists homelessness and affordable housing as two high-priority needs in Wisconsin.
